The year 1988, it is generally agreed, has been a pretty good one for peace, with the conclusion of a Soviet-American agreement to eliminate intermediate range nuclear weapons; cessation of the Iran-Iraq war, and the beginning of withdrawal of Soviet forces from Afghanistan. His followers say a lot of the credit is due Maharishi Mahesh Yogi, an advocate of transcendental meditation. While he is remaining in India, about 1,000 of his American followers are gathering in Washington today. The occasion at the Omni Shoreham Hotel, is being billed as ''Success! Peace Wave 1988 - 30 Years of TM Activities Culminate With Peace on Earth.''
